Place of admission ordinarily refers to the location of admission as a permanent resident or the relevant immigration event requested by the form. It is not necessarily where the card was printed or mailed. [3]
Admission and adjustment differ
A person admitted with an immigrant visa uses the relevant admission record. Someone granted adjustment inside the United States has an adjustment event under § 1255 instead. [2] Read the exact form question and its instructions rather than substituting the latest airport visited. [3]
An I-94 can help reconstruct a nonimmigrant admission, but it may not establish which office approved adjustment. [3]
Verify before correcting a record
Compare the immigrant visa, admission stamp, adjustment approval, and prior filings. If records disagree, identify which agency created the disputed entry. CBP and USCIS correction procedures serve different functions. [3]
Do not change a card’s printed information yourself. Use the appropriate correction or replacement process and keep evidence showing what the original record should have said. [1]
Practical application
An adjustment applicant who never entered with an immigrant visa should not invent a consulate simply because the form mentions admission. Review the question’s wording and the approval event it asks about. If an older filing used an airport when it should have identified an adjustment office, preserve the old filing and explain the correction consistently instead of silently creating a different history. [3]
The I-90 instructions separate three locations
The current instructions distinguish the office where the applicant applied, the office where the immigrant visa was issued or adjustment was granted, and the port of entry for someone admitted with an immigrant visa. The port question asks for the city or town and state and identification of the type of port, such as an airport, bridge, or tunnel. Someone granted adjustment in the United States follows the instruction to skip that immigrant-entry item. These fields should not all be filled with the same city merely because it was the applicant’s latest arrival point. [3]
