Certified child-support arrears can require denial of a U.S. passport and can support revocation, restriction, or limitation of an existing passport. This is not limited to a new applicant who has never held one. [1]
Certification drives the restriction
The statute describes certification of qualifying arrearages exceeding $2,500. State Department guidance explains the passport-denial process for applicants owing $2,500 or more. The support-enforcement agency’s certified case information is therefore central; check the actual amount and certification rather than relying on a rounded estimate. [1] [2]
Work with the child-support agency
Ask the responsible state agency how to resolve, contest, or obtain release of the certification. The passport agency does not ordinarily recalculate family-court arrears or negotiate the support debt. A payment arrangement does not necessarily clear the passport restriction unless the responsible agency processes the required release.
Allow for processing
Keep proof of payment, the agency’s written release or confirmation, and passport correspondence. Do not assume an online payment instantly updates the federal passport system.
For example, a parent who disputes an incorrectly credited payment should raise the ledger problem with the enforcement agency and preserve the passport notice; arguing the amount only at a passport counter may not resolve it.
If abroad or facing urgent travel, contact the relevant agencies about available case-specific procedures without assuming an emergency cancels certification.
Resolve every relevant certification
If more than one state or support case is involved, ask which agencies have certified the arrears and what each requires for release. Paying one case may not resolve another certification. Once a passport restriction exists, do not assume dropping the balance below a threshold instantly clears it without agency action. Obtain confirmation that the release was transmitted and allow time for the passport system to process it. [1] [2]
For a disputed identity or ledger, submit the relevant order, payment records, and case identifiers through the support agency’s review process. Keep passport application notices separately so the reason for delay remains clear. Urgent travel can justify asking about available procedures, but it should not be represented as a universal legal exception. An existing passport’s expiration date also does not prove it remains usable after a later revocation or limitation.
