Can You Add a Boyfriend to a Section 8 Voucher Household?

Adding a boyfriend to a Housing Choice Voucher household may be possible, but the family must request Public Housing Agency approval before adding another occupant. A private agreement between partners does not amend the assisted household. The PHA’s approval process and the landlord’s lease requirements both need attention before the move. [1]

Ask before the household changes

24 CFR 982.551 requires the composition of the assisted family to be approved by the PHA. It separately requires prompt reporting of a child’s birth, adoption, or court-awarded custody and a request for approval to add other family members. Do not treat a long-term resident as a guest simply to avoid the process. [1]

Ask for the PHA’s current written procedure, guest policy, required documents, and expected review steps. If the lease also requires owner approval, address that requirement. PHA permission and a landlord’s permission serve different functions.

Provide complete and accurate information

The regulation requires information needed to administer the program, including applicable identity, Social Security number, immigration-status, income, and household information. The PHA can request verification under the governing rules. A partner should not move in while material questions are being concealed or left unanswered. [1]

Eligibility and screening can involve facts specific to the proposed member and the PHA’s lawful policies. A relationship label alone does not establish that the person must be accepted or rejected.

Income and rent may change

Section 982.516 addresses annual and interim examinations of family income and composition and requires PHA reporting policies. Adding a working adult can affect the household calculation, but the exact result depends on countable income, exclusions, deductions, and the applicable review rules. Do not assume the tenant contribution simply doubles or remains unchanged. [2]

Ask for the effective date and written calculation. Bedroom or subsidy standards also require review; approval of a new member does not necessarily guarantee a larger voucher or immediate move to a different unit.

Keep the decision documented

  • Submit the request and supporting documents through the PHA’s stated channel.
  • Retain approval and any lease amendment.
  • Report later departures and income changes as required.
  • Read any denial or termination notice for available review procedures.

Section 982.551 also recognizes protections concerning domestic violence, dating violence, sexual assault, and stalking. [1] See challenging a Section 8 termination notice and VA disability in housing-income calculations for related program questions.
