A Permanent Resident Card, Form I-551, can serve as an important identity and immigration-status document. It appears in TSA’s accepted identification materials and is a Form I-9 List A document establishing both identity and employment authorization when valid under the applicable rules. Each use has its own requirements; acceptance for one purpose does not make the card a universal substitute for a passport. [1][2]
Domestic airport screening
A green card is a federal document rather than a state driver’s license. The REAL ID rules concerning state licenses do not mean that every traveler must obtain a REAL ID license if using another acceptable document. Check TSA’s current identification instructions before travel, especially if the card is expired, damaged, or inconsistent with the reservation name. [1]
Airport identity screening and permission to enter another country are separate questions. A domestic flight also differs from an itinerary involving an international connection or border crossing.
Starting a job
USCIS identifies Form I-551 as a document establishing both identity and employment eligibility. For an ordinary valid List A presentation, the employee is not also required to produce a second document merely to duplicate those functions. Employers must follow the current Form I-9 rules and accepted document combinations. [2]
An expired card and a qualifying extension notice can involve different instructions from an unexpired card alone. Do not assume a photocopy, a pending application status screen, or any receipt automatically substitutes for the required evidence.
International travel requires a separate check
USAGov explains the green card’s role when a permanent or conditional resident returns after a trip of less than one year. Longer absences, abandonment concerns, and other admission issues need individual review. The foreign destination and airline may also require a passport or other documents independent of U.S. reentry evidence. [3]
Keep the purpose clear
- Airport checkpoint: use an accepted identity document.
- Employment verification: follow the specific I-9 document rules.
- Foreign travel: check destination, carrier, and U.S. return requirements.
- Benefits or licensing: ask the agency which evidence it accepts.
An expiring card should be addressed before a critical transaction. See delayed renewal and temporary evidence and why expiration does not automatically terminate permanent residence.
