A-Numbers and J-1 Exchange Visitors

A J-1 exchange visitor may have an Alien Registration Number, but not all exchange visitors do. The State Department’s waiver glossary distinguishes the A-number from the SEVIS identifier on Form DS-2019. Having a J-1 program document does not mean every identifier printed on it is an A-number. [3]

Compare the document labels

Identifier What to look for
A-number A personal immigration-record identifier, sometimes labeled USCIS Number on an immigration document. [1]
SEVIS number N followed by ten numbers; the State glossary locates it above the barcode on Form DS-2019. [1][3]
Program number A separate DS-2019 field in Box 2 identifying the exchange program. [3]
USCIS receipt number A case identifier consisting of three letters followed by ten numbers. [2]

An I-94 identifier is another distinct admission-record identifier. A passport or visa may also contain its own document number. Compare the requested field with the actual label rather than selecting whichever number has the expected length. [1]

If the form asks for an A-number

Review prior immigration notices and cards for an explicitly labeled A-number or USCIS number. Compare the name and biographical information before relying on an old record. The absence of an A-number on one exchange-program document does not establish that none was assigned in another immigration process.

When you cannot find a number, follow the instructions for the exact form being completed. The State Department expressly notes that not every exchange visitor has one. Do not invent an identifier or assume that another form’s blank-field convention applies. [3]

Keep a waiver inquiry and benefit case distinct

For a J-1 waiver form, identify whether the question requests the program number, SEVIS number, or A-number. The glossary supplies different descriptions and locations for those fields. Keeping a labeled copy of each supporting document helps prevent switching the program identifier and personal identifier. [3]

For a USCIS application or petition inquiry, use that case’s receipt number. The e-Request page has separate receipt-number and A-number fields; its receipt help explains the thirteen-character case identifier. A receipt tracks a filing rather than replacing the person’s other identifiers. [2]

Preserve the supporting decision

An identifier is not the decision itself. When asked to establish a waiver, status, or work permission, retain the relevant notice or authorization. Keep identifiers private when seeking help and share only the document information needed for the question.
